It's quite simple. When someone is chasing you, there is a strict prohibition on logging out of the game. This means the person is quickly approaching you and you log out, or teleport away using the command /unstuck. The first such offense will be resolved with only a stern warning.
If the situation repeats, the player will receive a financial penalty, or even a punishment on Phobos.
